i did a reset all setting on my 3g and it completed the bar and when it turns on it does this



and it just stays here what should i do

Your only hope is to use SSH or iphonebrowser to go into /var/mobile/Library/Preferences/ and delete the com.apple.SpringBoard.plist file and then reboot. I assume you had stuff in categories or something when you reset all settings.
