Difference between Installer and Cydia..?

Hi

Can someone please confirm my understanding of Cydia ie...is it where apps are downloaded via it's server direct onto the iphone.?

Is it possible to download Cydia Apps files direct to your pc...and install from there to the iphone....?

Also can you just download apps from certain web sites and save them onto pc...?

Also my understanding of the Installer...is it if you already have the app file on your pc, then you can just use the Installer to install onto the iphone...?

The difference is that one works and one doesn't , cydia is great, now as far as downloading to pc, I think apps come packeged in .deb files, if the developer has a direct link to the app, you can download it and install it manually, but it's easier on cydia ...
