Got caught in a downpour last night and the phone didn't get real wet, but it did slightly. Now the top row of buttons on my touch screen will not respond, nor can I slide the power bar over to turn it off. It's been about 12+ hours since and it hasn't returned to normal status. Any suggestions?

I have heard people have success filling a ziplock bag with rice and putting the phone in there for a couple hours (IDK like 6-12 or something) The theory behind it is the rice (or any grain but rice is big so it won't get in the little holes) will pull the water out of the phone. This is assuming that it is water in there and not permanent damage, but it is worth a shot
Well it's been about 24 hrs. It was off all night. But I didn't try the rice method till this afternoon. The phone was ON while inside the bag of rice. Probably in there for about 2+ hours, don't know how long it would take for the rice to soak up any moisture. Still no change. :-/ It's only the top 1/8th portion of the screen that isn't responding to touch.
It isn't going to cost you anything to find out and if it is something we can't fix, or you don't want to fund I'll buy the parts.
This is the spot on your logic board that would be bad, but it isn't possible to visually inspect it, you'll need to put it on an O'Scope and check for waveforms in that area to see if any aren't getting through the tracers.
(you're looking at the plug for the digitizer)
Check this out.........
