Windows Mobile emulator for iPhone?

How about this for an idea.
Is there a way to create Windows mobile emulator (like wine for linux) so that we can run windows mobile programs? (such as slingplayer etc.) I know it's such a noob question but I wanna know it can be done.

Any ideas?
