your phone needs to be jailbroken for you to get cydia. if it isn't, you can't get sbsettings.
but it doesn't matter anyway. the E just means that edge is technically available at your current location. it doesn't mean that edge is actually IN USE. imagine it to be the same as your signal bars. just because you have a cell signal doesn't mean you are actually calling someone, does it?
if your battery is draining awefully fast this can have A LOT of reasons. one being that ever since 3.0 numerous users have battery issues with their iphone. it could also mean that the iphone is downloading data in the background (internet is one of the biggest battery drainers). you should call your carrier and check for that and maybe block data transmission for your sim-card, as this can get quite expensive!
if it's not too much trouble, you could try restoring your iphone via itunes and see if that solves your battery issue.
