Decline or Accept a Call Option

Kind of a general question here..

I've noticed that sometimes when I receive a call on my iphone I get the option to either "Decline" or "Answer." More times than others though, there is only the option to "Slide to answer."

Does anyone know why it behaves one way sometimes and not the other? I'd like to have the option to "Decline" whenever I receive any call. (I don't want to talk to everyone, all of the time)

Any information on this would be great.

The "Decline" or "Answer" will only appear if your phone is already on when you receive the call. If your phone is off (standby) you'll get "Slide to Answer". Clicking once on the power button will mute the ring, clicking twice will decline the call.
