put it activated SIM - getting emergency call only

Hello, I currently have AT&T so unlocking is not necessary. I put my SIM in the iphone 4GB 1st generation (Bought it used). It is not recognizing my SIM and will only allow me to make emergency calls.

Do I have to SYNC with Itunes first for it to see my SIM card?
