I have a jailbroken 1.1.2 iphone using oktoprep and I want to restore my phone. How do I restore my phone and be able to get the 3rd party app back?

you don't if you restore your iphone to factory settings you don't keep your third party apps. you have to jailbreak it again then reinstall.

So if I restore my phone can I just jailbreak my phone using jailbreakme or I have to downgrade?

if you restore your right back to where you were when you got it. so do what ever you did when you got it after restoring.
