Cant dial a Phone number someone smsd me?

Ive searched the forums to no avail, Im in spain and on vodafone and if some one sends me a sms containing a number, unless it starts with a "0" or a "+" it doesnt highlight it or give you the option to dial it.
I have iworld set fine and my caller ID works fine in the phone.app i have tried other sms.apps but they are the same.
Numbers in spain are 9 digits and start with 9 for landlines and 6 for mobiles hope someone can help me as its very frustrating
