Is there a way or has anyone developed an application that will allow you to put certain numbers into a group where if anyone calls from the specified number that it forwards it straight to voicemail or sets a specific ring or a vibrate only or anything like this so that you can not get annoyed with certain people calling your phone all the time. This should also include blocked and unavailable calls

There is no such app. But ATT has the service where you can block seartain numbers. You have to add it to your account.

There is an app now if you have the source for iclarified installed in installer, the application is called pysl (protect your secret life) its still being developed but it does allow call filtering as well as sms filtering
