I can't always find a hotspot but I can always connected via the 3G USB modem in my laptop and there are certain things I'd like to do with my iPhone from the internet.
I've tried to share the internet connection from my MacBook Pro with my iPhone (System Preferences - Sharing) via Airport, however the sharing doesn't seem to work. The iPhone can "see" the wifi signal but it can't connect.
Is there anything that I missed here? Please advice.

Your PC connected to 3G usb. This means your PC gets the internet access from the 3G USB. Even you connect Airport express apple wireless via ethernet to your PC, you will not get this as your primary access to Internet.
The Iphone - Of course - can see the Airport Express, however, since Airport is not your primary Gateway for Internet Access, your Iphone cannot access to the internet.
What you need to do, is to make your PC as a Gateway Router Configuration and
you may set it to provide DHCP or static IP range.
Then, connect via ethernet between your Airport Express to your PC.
The airport express will get the IP from your PC (which works as Gateway Router).
Then, from there your Iphone will get the wifi signal from the Airport Express which
in turns will get the IP from your PC (PC/Gateway Router).
After that then you can connect to Internet.
