itunes registration help!

hey guys,
just wondering have u guys have this issue when register with itunes?i bought the itunes gift card and try to redeem it and it need me to have an account so i did register an account but the problem was it says my account did not use with itunes before so it pop ups a windows says review and ask for my detail later.as i provide all the details and my cc number it says my cc is not register in that country.because of i am a international student in australia. is there anyway to register an account without the cc number and redeem the itunes card to be use?
