HELP!!!! question mark icon

I need help please...

I don't even know how, what i did...but now i have a gray background with a big question mark icon on the springboard.
I can't get rid of it. Don't even know what it is, but it seems to screw up my international keyboard.

And if i click on it, a blurry screen with a couple white notepad, with a ruler, pencil and a brush sitting on top of the notepad..it just sits there and do nothing. I cant even go back to the home screen unless i have to do a reset.

Does anyone here know what that is? how to get rid of it?
