Mail Fetch turning off

I've had trouble with my iphone checking email automatically, and installed networkservices.app today to keep track of ssh and it shows that mail fetch is off almost everytime I open it. i turn it on, but then go back and it's off again. What's going on? Can anybody help? Do I need to restore? Thanks!

it always says that. i prefer using boss prefs. way better app
