1. Try a soft reboot by holding power + home buttons together. When you see an Apple logo on the screen, release both buttons. If this works, you should see the Apple logo in under 10 seconds.
Regarding error 3194, what do you see when you click on this link GCS Default Web Server If you see a message about this is a place holder then that is good. Otherwise, your hosts file may have been changed to redirect to Cydia's server which would result in the 3194 error.
If your hosts file redirects to Cydia's server. To fix this, you can download TinyUmbrella.
Run TinyUmbrella, dlick advanced, uncheck the box that says "set hosts to cydia on exit".
Click apply, exit tiny umbrella, restart computer (may not needed but I do it anyway).
To restore to the latest firmware, 6.1.3, which is not jailbreakable for your iPad.
1. Use Redsn0w or iREB tools to put your iPad in pwned DFU mode.
2. Exit Redsn0w or iREB
3. Run iTunes
4. iTunes should prompt you to restore. Click on the restore button then wait until it's done....

1.Press down the Home and Power buttons on your iPad 2 until it shuts off.
2.Connect it to your computer with the USB cable.
3.Press and hold down the Home button.
4.Hold it down until iTunes says your device is entering iPad recovery mode.
5.Now you should be able to Restore using iTunes.
