I really want to get the new iPhone 4, but I need to tether my iPad to get wireless while on the road. I use a jailbroken 3Gs now to tether.

Is there any way to tether an iPad to an iPhone 4 (that is not jailbroken)?

My current iPad is not currently jailbroken and is 3.2. I will jailbreak it if it helps with the tethering.

Yes there is. Not quite as easy as, say MyWi, but pretty easy. Get a Apple dev account or get a dev to add your device. Search "iProxy" on github, build and install. Add a PAC file and you're done.

    See? Easy.
