Handbrake works the best for me, and it is free.

I really like Tipard iPhone Video Converter. I use it for my ipad, iphone, ipod, and apple tv. After typing that I think Steve owes me a few free app after all the $ I have spent!

For DVD's i use Handbrake with the universal option selected. For AVI files or downloaded movies i use VisualHub, I have found that if you select encode with H.264 selected i had problems. So i just use convert for iTunes, and optimize for iPhone. It outputs the video to i believe 624X762 .. which is pretty much for an iPhone. BUT the video quality is not bad .. and it saves you ALOT of space to put more video / audio content on your iPad.

He is on Windows 7 according to his profile. And for Macs to rip DVD is MactheRipper hands down for me.
