I found it...

just download the file UIPhoneFormats.plist inside the folder:

System/Library/FrameWorks/UIKit.FrameWork/PhoneFormats/

Justy find your country and insert/edit/delete as you like, upload the file to the same folder and boot the phone...

Formats for Brazil:

ok, im brazilian too, but have no idea what to do to get there, to download the file, edit it etc... is there any other more detailed explanation?
