iPhone OS 3 side-to-side scrolling for iOS 4?

As everyone has probably noticed, Apple changed the regular side-to-side pagescrolling to a swift, forced-fast scroll in iOS 4. The difference can be seen in iOS 4 when you swipe slowly with your finger, but the page still rushes through to the next page.

This method is the same our fellow friend Android uses.

Is there any tweak that can change the iOS 4 -scrolling to the regular 3.1.x scrolling?

Lol I hadn't even noticed till now, that's probs why there is no mod, it's hardly noticeable
