facetime in iPhone4 completely disable

in the middle east APPLE completely disable the option of the FaceTime from the setting

it was there in iOS 4.0.2
but after 4.1 come up the hole thing is gone !!

i wish if anyone can help

i run all over the sys. files in the iphone and didnt got out with anything

i was thinking that it is simple like enabling multitasking on 3G
