and install it via SSH, it will patch the CommCenter so your allowed to edit your plist.
TO EDIT PLIST ON WINDOWS
Download plist Editor for Windows 1.0.1 Free - A tool for editing MAC OS property list file under Windows system. - Softpedia
SSH-Go to Cydia and install Openssh. Install Winscp. Type your iPhone IP and username and password (root,alpine). Put the file you download in /private/var/tmp and rename it to like comm. Press ctrl+t type in dpkg -i /tmp/THETHINGYOURENAMEITTO.deb. RESTART your phone.



TO ALLOW EDGE/MMS EDITING
1. Go to /System/Library/Carrier Bundles and find your carrier.
2. Go to the folder and make 2 copies of the carrier.plist. Keep 1 for back up if anything goes bad.
3. Open the carrier.plist with the Plist editor and add
<key>ASCIIFileNameRequired</key>
<true/>
<key>AllowEDGEEditing</key>
<true/>
<key>AllowMMSCEditing</key>
<true/>
<key>AllowMMSEditing</key>
<true/>
AFTER <dict> and save the file.
4. Replace the carrier.plist with the one you edited in the same folder where the carrier.plist was in /System/Library/Carrier Bundles/CARRIER NAME
5. REBOOT your iPhone and you should see this.


TO SHOW CARRIER OPTION IN SETTING

IF you did TO ALLOW EDGE/MMS EDITING already, all you need to do is add <key>OverrideCarrierMenuTo</key>
<true/> in carrier.plist
AFTER <dict> and save the file. Replace the file in /System/Library/Carrier Bundles/YOUR CARRIER NAME
REBOOT YOUR PHONE AND YOU SHOULD GET THIS

TIP: Install ultrasn0w since carrier is more useful in this setting.
