How do i get this setting?

When i jailbroken my ipod 2G 2.2.1 i installed this thing where when u slid your finger down on the top party of the screen it gives u settings like change brightness.wifi,reboot,and turn off like that. But now that i upgraded to 3.1.2 and jailbroken it i forgot what the thing was call. Plz help me, also what is it call and where can i find it?
