Voice Control/Jibbler?

Is there some way to activate this? I've searched through a bunch of files and have only found two references to it. And they're only pngs =P so does anyone else have a solution?

There's already a somewhat extensive thread on this, which, the last time I checked, has had trouble due to the fact that the 3g and 3gs have different hardware (mainly the cpu).
