(LOCKED STATE) upper bar, way to hide it?

im gonna try to explain...

is there a program that can hide the UPPER bar the one with the time and date

i know customize can hide the below one....with a blank image....but the upper one kinda ruins the whole wallpaper thing

please!..is there anything i can do to hide it....thanks
