How to edit the name of a file and/or "info"
When you right click on a ipa and select "Get info" the information is grayed out so you cannot edit. Obviously there is reason to this so I am sure it's more involved then just being able to change the name of the app there.
I looked at the ipa in WinSCP and tried to view all plist files for the name of the file but in Vista the files are not readable or editable. Well I can see the information but it is not converted to where it's understandable.
Basically I just want to change the name of a ipa file so when it's on my iphone name of the app "text" is what I change it to.
Can this be done?

You can download the "rename" app from cydia. This allows you to safely and easily change the name of any app on the iPhone.
