How to arrange icons on springboard/put icons in certain positions

Is it possible to the icons in a certain position on springboard and not just lined up one after the other? For example, if I had 4 apps on a particular page could I place them at the bottom of the screen and not the top?

Yes, but you would have to place "blank apps" in the spots where you wanted the screen "blank".

The blank apps will open if they are touched, but to a blank page in Safari. You do not need anything else other than downloading the package in Cydia. There are multiple packages you can download ie 1, 5, 10, 20 etc blank apps. Anyones that you have left over you can delete from your screen by pressing down on any app to make them appear and then by touching their little X's to delete them.
