No, you don't need to have a Mac, just go in your selected program (Fugu, Ciberduck, etc.) and select the desired file and just copy it to your computer. I have a Mac, but I'm sure that Windows has an array of programs that let you do exactly that.

Correctomundo!! There are guides here that tell you step by step how to do it. Follow them and it'll be just fine.

Just after upgrading to 1.1.2 and running iWorld for Australia, the file
/System/Library/Frameworks/AddressBookUI.framework/ABPhoneFormats.plist
doesn't exist on my system and when I insert the download above into that location and reboot iPhone, numbers are still unformatted.

Is this a new 1.1.2 problem?

Most likely yes! I do not have that upgrade yet (mainly because of simptoms like yours). On 1.1.1 it works fine and should on 1.1.2 since it was released for the international market.
My recomendation: downgrade to 1.1.1

pwally You don't upload the mask to there.

You upload it to:

/System/Library/Frameworks/UIKit.framework/PhoneFormats/UIPhoneFormats.plist

OH AND TO EVERYONE ON FIRMWARE 1.1.2
Make sure you do not upload the modified .plist as it will cause your iphone to stay at the apple screen when you restart!

Instead go into Settings > General > International > Region Format

And choose a select few countries there.
