Ringtone/Vibrate question

Is there anyway to make an app that when your phone rings and your ringtone is on, the phone vibrates to the beat. I know ive seen it on a few phones before, I can't remember what but one of my buddies had it. I think it might have been the Rokr?
Just a thought...??
