PXL file to install 1.1.1, Windows

i download a langpack.pxl file, i got WinSCP and Putty but what command line should i use to install pxl on Windows?

dude i use windows, and everything works, just use ibrickr, or manual there tons of forums on this ,....reseeeearrrrch

also i you have wincp, you shouldnt be using the commanding portion to install, just navigate and set your permissions if you need detail let me know and ill guide you through it..

I was wondering, what's the point of the afc2 services.plist? ibricker 0.91 and iphonebrowser 1.4 both work perfectly for me. Does it change where certain files go, like ringtones on ibricker? I have jailbroken 1.1.1 and don't have any problems with these programs or instaling PXL's.
