Tried to make a Cydia purchase but it is in a: "We are unable to complete your transaction until further review. It can take up to 24 hours to complete this transaction. We apologize for any inconvenience this delay may cause." This transaction will never go through because the CC it is trying to use is long expired. I looked at the transaction in Amazon Payments and it is attempting to use an old expired credit card that isn't even listed in Amazon Payments.
I see no way to change it in Amazon Payments or in Cydia itself. How do I get rid of this expired CC IN CYDIA ? This card isn't anywhere to be seen in Amazon Payments so it must be getting it through Cydia yet there is no way to change it in Cydia (that I can see).

Have you tried asking Amazon Payments support? They might be able to look into the specific transaction.
If that doesn't help, I'd recommend emailing saurik directly at [email protected], including your account details - he can also look into the transaction. (But it may take him a long time to respond, so Amazon Payments may be more helpful.)
