Can icy be removed in cydia?
I think icy is slowing my 2g iPhone down just like winterboard so is it possible to remove icy?

Icy is not active when not run, hence not slowing the phone down.

Icy should be listed in the cydia packages list so remove it there.

or you can use Cydelete, an app in Cydia that will delete form the springboard just like an AppStore app.
