Typically...adding a source is free of charge. It's packages that sometimes need to be purchased.

there is no direct way they could.
Nor do any charge you for downloading from their repo.
What some developers do, is charge a license fee (paid through Cydia.com in advance) to gain permission to download specific apps from their repository. If you don't pay, you can't download them in the first place.
But you'll never get billed or charged for adding a repository, for downloading, or attempting to download anything from any public Cydia repo.

thanks i just got worried for a sec. so they wont charge u if u dont know about it right? like u have to confirm the purchse first

Downloading doesn't "confirm" or trigger the purchase.
Clicking on the orange "Purchase Package" link starts the purchase process, which will ask you to log in via facebook/google and then amazon/paypal.
Some paid apps have a free trial or demo available, so clicking "Download" will download and install the demo. Apps that do this should make it very clear in the description that this is what's happening, but sadly not all of them do. If you think you "accidentally" bought something, but didn't log on (twice) and confirm, then you probably just got a demo. Doesn't cost anything.

If you do buy something via Cydia just know that they don't promise any support for future jailbroken firmware. I've had a few items I paid for that the dev stopped working on it so it didn't work with new firmware. So I no longer pay for items that don't really seem main stream in Cydia, to me that is.
