Investigating Stolen/Missing iPad's!!

Good Afternoon Everyone,

I was hoping maybe somone can help me track down three iPads stolen/missing from my work. I work at a hospital security department and I've ben assigned the task.

Facts -

-All three are Non-Jailbroken devices with all location and gps settings being turned off.
-Been using iCloud (find my phone/ipad) tracking online, but its really not the greatest software invented.

My question
-Is there a way in the community you could track these maybe using a serial number?
-Is there a way in the community you could force turn on Gps Locations of the devices?


Any other suggestions?
