Problems downloading from the download section

So uhh...i seem to be having problems downloading themese and anything from this site. I keep getting "you must wait X number of seconds before downloading again" X being between 10 and 12, but i've waited all day and haven't gotten anything to download. I must be missing something, but damned if i can figure out what! Any help?

I'm actually using my laptop connected over wifi. I didn't know you could download files using the iphone.
