CDMA question

I know this is an iphone site but I don't really visit HoFo anymore so I thought I'd ask here. I have a friend back on Guam. She wants a Blackberry. The best service in Guam is CDMA. GSM coverage isn't very good at all.
If she were to get a BB from here can she use it back on Guam? I don't know a thing about unlocking CDMA phones or CDMA in general. Can you unlock a CDMA phone and use it on another service? Do frequencies come in to play with CDMA?
