Right for example your on the 1400 plan with 900 roll over and switch too the 700 you only get to keep 700 roll over mins losing 200

Yes and no. ATT is the only company that lets you have roll over. All other companies just take them back. But ATT lets you keep them for a year before taking them back. At a certain point they will go away no matter what. I am losing 1022 in 3 days when my billing resets.
