[REQ] Windows program to change keyboard layout

OK, it looks like this: when you set the Ukrainian keyboard layout on Mac and PC there are only one difference: to leter positions are swiched. So is there any program for pc to change the keyboard layout. Like i want to switch 2 letter positions.
