    well there is one really huge difference between the two states. Montana is mostly Farms and Ranches, so there is almost nothing for a 14 YR old to hit when using his learners permit, besides he is probably following his dad in the combine at a whopping 15 - 25 MPH to the next field. The reason for the young age to get a license is that is one less kid that has to picked up by bus or driven into town by his parents for school. Some Counties on the highline (near canada) join together, take chester, joliet and (I forgot the other one) for example. Chester has the hospital and the elementary school, joliet has the high school and the third one got the middle school, since none of them can afford to provide the money or the kids demanded for one of each. Some of those kids have a 2.5 hour bus ride every morning. Granted until you are 17 you have to be off the road at sunset or they WILL suspend your license.
