Costa Rica adds extra number to all numbers, can't send text now

Costa Rica has added an extra number to all phone numbers and I find now that I cannot send text messages when adding the required extra number. If I leave the number out sometimes it will send, but I cannot call the number with the number left out. Anybody know a solution to this? Thanks!
