looking for an app that you can place the apps anywhere like PC

i have seen it on youtube, but can't find it anymore and also forgot the name of that.
Basically what it does, you can place apps anywhere you want like PC
for example. (numbers=apps, / = empty space

after you have the app, you can do it like
