I recently had to restore my phone. I backed up everything before hand, but when I synced it back none of downloaded apps synced to my phone. Not a big deal for the free ones, but when I go to download apps I paid for, it asks me to buy again.

How do I download the apps I already paid for without buying them again? They show up in my iTunes but they will not sync over.

It wont make you pay again, as long as you are using the sames Itunes account (login). After you choose "buy" it will tell you that you have already purchased it....and the install is free.
