Itunes store has problems taking orders

For the last two days, I have been trying to buy two applications at the Itunes store without success. It says I have not enough credit. I have been and I am using my AMEX which has basically 0 balance now, and a limit credit of more than 7K!
When it tries to verify the county I live in, it times out! Excuse me? I am a using a 6Mbps DSL! Does anybody else have this problem?
