What has Apple conceded?
Looking around the AppStore, I came across this description for a program called "ZapperPro." I don't know anything about about the program, but look at the the service provider in the screen photo.

It could be foreign, they have T-mobile in non-US areas officially.

(T-Mobile is the official iPhone provider in certain European countries)
