hey there i just want to ask if it is possible or if anyone can develop the following app.

its a network management app that manages ur gprs/edge data usage.
for example i have a 30 mb limit per month so i would like an app that would not allow me to use more than 1 mb per day or x value per day as much as i state. and it warns me that 0.90 mb has been reached u still have 0.10 mb.
