Please excuse my ignorance but what is it, what does it do, how much does it cost and where can it be bought?

If you have a jailbroken phone and have to connect it to your computer to reboot the phone, this takes place of the computer. As to how much, I have no idea. My phone can't be jailbroken at all right now, but if it turns out I'll have a tethered jailbreak, I'll be heading there for one of those! The link is above the video.
