Tweak To Activate Personal Hotspot Without Mobile Data (3G/EDGE)

Iam new here..

Just wondering if someone can create a tweak allowing iPhone's users to activate/enable wifi "Personal Hotspot" feature without having to activate 3G or Cellular Data.

Or if I missed, please someone tell me what app / tweak I have to install (if there's one)?

Just bought SGS3 GT-I9300 for my wife and found out that on Android, we can activate Personal Hotspot even without internet connection.

No such tweak at the time being.

You could just take out the SIM card and then create a personal hotspot using the network you're currently connected to (wifi) I've done this on an iPod before.
