all I get is "access denied". You don't see that because you're the uploader and probably logged in when you try to access it. Try using mediafire or rapidshare or something else that isn't weird and sketchy.

ZIP is irrelevant, other than that its the preferred container for submissions to the MMi repository.
What's important is that:

to make something available in Cydia that people can actually download, install and use
you NEED to create a proper Cydia package:
.DEB (debian archive)

You gotta do that first, or aint nobody nowhere nohow as gonna muck wi it.

i recieved an E-mail , says : i should write all info and app name in english !! but as u know my app is non english version ! and i want it to be in my own language so why i can't do it !! i think this should be more flexible ! as in ********** tyhe apps shown in all languages and also app store !! i hope ppl in here can vote with me so everyone can write in his language

Just make an english version of this app. You seem to have a fair English grammar so why not remake it using the required language
