Tv out toggle!!!

an app that would let me toggle between displaying an ipod video on the iphone screen "OR" displaying on an external tv display with an AV cable connected to it.
right now the iphone only lets you display on a tv display if you have the cable connected. you have to unplug the cable to see it on the iphone itself. (thus not being able to charge the phone or hear the audio thru another system.)
in previous versions it would prompt you to "display on tv "yes/no" but it seems apple has got rid of that option. any way to bring it back?
I tried Screensplittr and TVOUT but neither will do this.
