Believe me, I know because I stayed in Mexico for two months and was using Telcel as my provider. Which plain out sucks, but it allowed me to make calls internationally and text. Which was why I got it.
I could also call any one given contact for free without charge, however this promotion was only if you knew about it and called Telcel to add this feature for you. Once it was enabled, you were able to call anyone for up to 5 minutes, which technically is less, around 4:30 or so minutes before they begin charging you.
Something like this would definitely have some usefulness. Because like the OP, there was a few times where I'd end up talking for more than 5 minutes, and they charge outrages fees per minute. Something like $5 pesos (A little less than 50 cents in Dollar) per minute. So it adds up.
