universal Screen Click Vibration

My request has 2 parts.
1 I wish I was able to use a utility like KeyVib without my phone on silent. As it works right now, when the phone is on silent, the tactile response also stops.
2 I don't know if it is possible, but it would be great if there was a utility like keyVib that worked outside of the keyboard interface. Like clicking on an icon on the springboard, and tapping a button on a web page, and selecting a playlist in the iPod app, etc etc would cause the phone to vibrate a bit. Basically every time I touch the screen (except tap&hold in cases like to scroll) I would like my phone to give a tactile response, just like the blackberry storm.

Would be kinda cool i guess I dont see what purpose this would be for and im also sure it would have its way on the battery....
